1. Introduction

Please read these Terms of Use carefully. Organisations who use InSite agree to comply with and be bound by these terms and conditions of use.

The Cabinet Office (CO) may amend these Terms of Use at any time without notice.

2. General Responsibilities of User Organisations

UK Government User Organisations must comply with the terms of the following mandatory CO guidance:

  • InSite Property Mandate

All UK Government User Organisations are required to:

  • Input the required data accurately, maintain it fully, and keep it up to date, updating all changes as soon as practical after they occur and within 10 working days wherever possible.
  • Ensure registered titles are input and site boundaries recorded.
  • Fix error and warning messages.
  • Adhere to Ordnance Survey Pan Government Agreement terms.
  • Not attempt to circumvent access restrictions.

3. Scope of the Service

CO manages InSite; hosting, maintenance, and development are outsourced to an external supplier. CO is responsible for ensuring the suppliers deliver a service in accordance with their contract.

4. Access

Third Party Agents will only have access to declassified data for the specific User Organisation they have been engaged by.

5. Service Availability

InSite is available to users for accessing and amending property information between 09:00 and 17:00 on all working days (Monday to Friday, excluding English Bank and Public Holidays).

6. Service Continuity

InSite data will be subject to regular overnight backups and SQL transaction backups taken at intervals during the day. In the event of a disaster, CO maintains an off-site recovery service.

7. Customer Support

CO operates a first-line InSite Helpdesk service between 09:00 and 17:00 on working days. Support is accessible via phone and email: insite@cabinetoffice.gov.uk.

8. Dispute Resolution

If a party fails to meet its obligations, disputes will be escalated through the designated escalation paths.

9. Security

InSite requires authentication via username and password, with periodic mandatory changes. Users must not share credentials and should log out when leaving their workspace.

10. Audit Regime

UK Government User Organisations must complete an online annual verification exercise and are encouraged to conduct independent audits.

11. Registration

CO aims to register new users within 5 working days of receiving a correctly completed application form.

12. Privacy

Any personal information users provide to CO for InSite access is subject to our privacy policy.
